With reference to that part of your letter of the 24th ultimo which relates to the export of Arms and munitions from Hongkong to China, I am directed by Earl Granville to observe that the prohibition of Arms in time of war is not under the Foreign Enlistment Act, but that the remedy afforded by the Law is, namely, Capture.
